Important note: Voicemail drops work approximately 70% of the time. Since carriers don’t generally like voicemail drops, success rates can vary.

In your workflow, click the + button to add an action, then scroll to the External Communications section and select Voicemail. Upload your voicemail file and click Save Action.

Try converting the audio file using an online converter tool or re-recording it using an online voice recorder, then upload the new file again.
